We can create intelligent machines, but we continue to make stupid machines

I do not understand why these costs? Do we have that business can not cope with this? That is, approximately "on business" already at the stage of the government's decision to spend no more than 9.5%, and all the rest will be meaningless to spend on the construction of capital facilities. What is AI, smart production, and other virtual concepts for officials is not very clear, but how to build buildings clearly and clearly.

But this is happening in the USA.
Since 2011, the number of publications about AI and the number of students on AI specializations has sharply increased in the USA. The number of scientific conferences on AI (sponsored by corporations) and the number of AI startups (financed by investors) have sharply increased. Investments in AI for seven years increased seven-fold. Everything is measured in $ hundreds of billions.
In Russia everything is different. In Russia we publish the magazine Smart Production, dedicated to this topic, for our money since 2007 - we saw that at least some interest the Russian state began to show to the subject of AI only after 2011, when Germany announced the strategy "Industry 4.0 "At an industrial exhibition in Hanover. The new German industrial doctrine presupposes the use of AI. Seven years later, Russia also had its own program of "digital economy". We were with the magazine Smart Production for seven years ahead of everyone in the world, were together with the government seven years later.
True, even in the world there is a growing awareness among experts. The Pentagon has opened the Explainable Artificial Intelligence (XAI) program to study the consequences of the use of "black boxes" with elements of artificial intelligence operating in military systems that are incomprehensible to humans.
At the end of 2017, the AI Now Institute, an interdisciplinary research center at the University of New York, studying the social consequences of artificial intelligence, recommended that the US government agencies, whose activities are responsible for making responsible decisions, temporarily abandon the use of AI systems. In any case, those systems that are "black boxes" with an incomprehensible people with the logic of solutions.
If the "digital economy" program, created by the Russian government, seems like a stillborn child from the very beginning, then in the military sphere, artificial intelligence is widely used. And in Russia this process is uncontrolled, which can lead to a global tragedy for all mankind.
State institutions can corny follow the recommendations of the AI Now Institute and slow down the use of incomprehensible AI systems, and the military can not do it. In the framework of the "Third Counterweight Strategy", the US military relies on technological superiority and, first of all, on technologies related to AI.

Because of the overwhelming advantage of the US in the field of developing engineering applications of artificial intelligence, the world loses its strategic stability and a system of mutual checks and balances. This encourages Russia to revive the nuclear-missile systems of the "Judgment Day". In December 2011, the commander of the Strategic Missile Forces, Lieutenant-General Sergei Karakayev, said that the Perimeter system exists and is on alert duty. In the Western press, this system was named "Dead Hand".
The "Perimeter" system is a complex of automatic control of a massive nuclear strike, created in the USSR at the height of the Cold War. In the US there is a similar complex - Emergency Rocket Communications System. Thus, uncontrolled work in the field of AI destabilizes the world and threatens the very existence of people. Moreover, all these nuclear systems are increasingly being transferred to the control of engineering elements of artificial intelligence, the logic of decision-making which people can not assess

In this connection, the words of the American scientist Noam Chomsky, who several years ago stated that when creating artificial intelligence in the 80s, a fatal error arose that leads to the creation of not artificial intelligence, but artificial insanity, began to recollect more often.
Try to answer the question, why in robotics from the 1960s to the 1970s there was global progress, and since then the robots have not cleared. Now they are already students and schoolchildren are collecting, but they remain stupid manipulators.
Instead of solving the most important task of mankind - scientific understanding of how the intellect works, how it is generated by the brain, everyone has struck in the creation of engineering applications of statistical analysis. Noam Chomsky said that instead of creating a perfect artificial intelligence business is only commercializing applications of artificial insanity. And this has become a threat to all of humanity. Unthinking Machines. Artificial intelligence needs a reboot.

The fundamental difference between the scientific and engineering approaches, in Chomsky's interpretation, are as follows.
- In engineering, they come up with the simplest, cheapest and most reliable solution for a specific task.
- In science they try to understand how the system is arranged and what regularities lie in its basis, and only then, on the basis of this understanding, are sought the most elegant solutions for some specific tasks.
The need for a scientific approach to the problem of creating "artificial intelligence" is becoming more and more obvious.

I agree with him that an "ideal storm" awaits us, a method of total self-destruction created by the hands of mankind. We are approaching the point of no return. Regardless of the scenario of the Apocalypse (nuclear, environmental, social, etc.), Unthinking Machines will become its main catalyst, but intelligent machines can become its deterrent
We can create intelligent machines, but we continue to make cars stupid. While everything is developing according to the given paradigm of global catastrophe. All large corporations and most startups solve specific engineering tasks primarily by statistical methods, processing all the large amounts of data that are accumulating everywhere. We are moving towards a society of total control over people with insane goals.

At present there are only small islands of hope. At the Massachusetts Institute of Technology (MIT) there is a research center - Center for Brains, Minds and Machines (CBMM). He has more than a modest US budget by the US National Science Foundation of $ 3-5 million. In comparison, the annual grants of this fund to the BRAIN Initiative (mapping brain activity, which Sydney Brenner and Noam Chomsky called "form of madness") are about $ 140 million with a total amount of grants in the past year of $ 250 million. But this is also a drop in the sea compared to investing in AI from business. There, the bill goes on hundreds of billions of dollars. Nobody wants to finance the future, everyone wants to live in the present

In Russia, the program similar to CBMM is, perhaps, only for my own money. We moved forward, it seems, even further than our American colleagues. I agree with Chomsky that there is a "universal grammar of semiotic symbols" that underlies our thinking. However, as Jesus Christ said, "My Father's house has many mansions," so consciousness is the result of the interaction of completely different semiotic systems and intellectual algorithms. The mind exists only in the process of communication. Communications are possible only in the areas of intersecting paradigms of cultural codes, which are formed during the millennial transformations of religions and scientific knowledge. The mind is a consequence of the singularity of the "intellectual hubs", manifested in one form or another.

Big Date algorithms, which are now increasingly used in engineering projects, are only a small part of AI, only by pattern recognition. Still it is necessary to create program codes of missing logical platforms for AI. We managed to restore the anthropological chronology of the formation of human consciousness, we were able to understand the logic of the morpheme of a universal language.

So far, unfortunately, all this is only our private initiative. While we in Russia have no one to talk to on this topic. There are not enough specialists for the project hub. I would like to cooperate with Center for Brains, Minds and Machines (CBMM). Together, Russian and American scientists exploring intelligence could do a lot for the benefit of humanity.

And the global giants Google, Facebook, Apple, Amazon, Microsoft and Chinese firm Baidu pull the world in the other direction. Although often their projects become useful to people. But still need to create a great science of intelligence. Can still hope for Russia?

Unfortunately, the program of the digital economy, created by the government of the Russian Federation, has not yet begun to seem a dubious measure, as I said at the beginning. But can we expect help from the Russian military? Do they understand where the world is going? In addition, President Putin set the task to bring the share of civilian products to 30% of the total volume of military production by 2025, and to 2030 by 50%. Can we hope for the Russian military in the creation of a full-fledged AI? Your opinion?
